Puclapaz is a system of territorial organization that operates before specific public interventions and yet is sensible to locality. The proposal organizes the central valley of La Paz that, according to a triangulated matrix, introduces organizaitonal grain for the construction of buildings on the slope of the valley at various scales, integrates the large scale of transversal crossings through the valley, between the two plateaux at both sides (a series of virtual parallel corridors organized perpendicular to its main drainage axis), and regulates the medium scale of circulation going up and down the slope. Triangulated plots for interventions, zigzagging circulation corridors, and perpendicular crossing paths interact with each other and get differentiated by the ground conditions: the city centre, the operating and projected bridges, the slope of drainage, the incidence of sunlight, the perception of the space from the city. Given this matrix, the project offers itself as a medium of discussion and negotiation between the public forces of the city, the private parties showing interest in this piece of land, and the governmental strategies regarding the development of the territory.
